Government Affairs Committee Planning for “PA Day” at the NC General Assembly

Government Affairs Committee (GAC) chairs Detra Chambers and Marc Katz convened a meeting on January 25, 2016 to discuss the committee’s plans for the calendar year with committee members. Among many important topics, the committee began to plan an outline for a legislative day in 2016 and looked at the schedule for this year’s NC Medical Board meetings.
After a robust committee discussion, members decided to begin moving forward with planning a “PA Day” at the NC General Assembly this year. The NC General Assembly convenes this year on April 25, with intentions to adjourn for the year by June 30, so the GAC plans to reserve a date in mid-May to mid-June for members of the NCAPA to go down to the legislature to lobby their state House and Senate members.
The purpose of the “PA Day” will be to give NCAPA members the opportunity to meet their legislators and to educate them on state policies that impact PAs every day. Attendees will begin their day with a crash course on effective lobbying and will be given talking points on issues that impact PAs in the state. Attendees will also be scheduled to meet with their local House and Senate members personally, as time permits on each legislator’s schedule. Additionally, there will be a table set up in the legislative building common area where legislators, staffers, and members of the public may stop by to learn more about the PA profession.
As a final order of business, the committee solidified a schedule for GAC members to attend the 2016 North Carolina Medical Board (NCMB) meetings. Every year, GAC members participate in bi-monthly meetings of the Allied Health and Policy Committees in order to monitor and contribute to the discussions pertaining to current rules and regulations that determine PA scope of practice in North Carolina. During the March and September NCMB meetings, the Physician Assistant Advisory Committee (PAAC) will also convene to discuss topics that specifically impact North Carolina PAs, such the recently updated AAPA model legislation.

The conference agenda is based on the NCCPA PANRE exam blueprint and will be 100% focused on a review of all organ systems. Even if you are not up for recertification or don’t take the PANRE, this conference is an excellent review of all organ systems for any health care provider.
NEW for 2016! The conference begins on a Saturday this year and runs through Tuesday afternoon. That means less time away from the office and more time to study for the PANRE!
This program has been reviewed and is approved for 30 hours of AAPA Category 1 CME credit for the general sessions and 22 hours in workshops by the Physician Assistant Review Panel. PAs should claim only those hours actually spent participating in the CME activity.
Credits awarded by the AAPA are accepted by the ANCC Certification Program and the AANP as Continuing Education (CE) credits for nurses and nurse practitioners.

The NCAPA is offering a PANRE/PANCE Board Review workshop at the February 2016 conference. This 2 evening workshop consists of PANRE/PANCE test questions that are administered live with John Bielinski, MS, PA-C. Attendees will be given handouts of all questions and answers that will be reviewed in the workshop. There is also a 200 question take-home exam provided to all attendees.
The workshop will be held at the Sheraton Imperial Hotel in Durham, NC. Normally costing $175, this workshop is being offered to NCAPA Student Members free of charge. It is scheduled for Saturday, February 20 from 6-9pm and Sunday, February 21, from 6-8pm.

Acute Care Medicine Self-Assessment Workshop

Registration is now open for an Acute Care Medicine Self-Assessment workshop to be held at Edison Square Family Medicine in Concord, NC. The Acute Care Medicine workshop is a Self-Assessment CME program designed to evaluate where you need to focus in acute care medicine and EKG interpretation and where to take proactive steps for improvement.
Presented by John Bielinski, PA, from CME4Life, LLC, this program utilizes the audience response system for immediate feedback to presented questions. There will be discussion, engagement and tools for learning presented. Seats are strictly limited due to the number of audience response units – a wait list will be available when seats are filled.

The NCAPA Nominating Committee is soliciting candidates for open positions on the Board of Directors and Nominating Committee in 2017. Serving on the NCAPA Board is an important way to contribute to your profession and a wonderful leadership experience. North Carolina is often cited as a great state in which to practice as a PA. It got that way through the vision, leadership, and volunteer work of PAs just like you!
If you know a PA who cares deeply about the profession, who wants to contribute to the future of the profession, who is a good listener, collaborator, and decision maker—or if you are that person—please nominate her/him for a position on the NCAPA Board of Directors.
The following positions for elected offices are open for nominees: President-Elect, Vice-President, Secretary, Director-At-Large (two positions), and Nominating Committee Member. NCAPA Leader Introduction: Truett Smith
Truett Smith, PA-C, is the current President-Elect of NCAPA and serves as a member of the Communications and Marketing Committee, the Conference Management Panel, and as a member of the Finance Committee. He is a native of Charlotte and currently lives in Davidson, NC and practices at Edison Square Family Medicine in Concord. Truett graduated from Bowman Gray School of Medicine (now known as Wake Forest University School of Medicine) in 1989. He’s married, has four children and when not spending time with his family, enjoys soccer and trail running.
What do you like best about being a PA?
My favorite thing about being a PA is that every day I can have an impact on someone’s life by guiding them to make healthier choices and teaching them to take control of their own health.
How did you get involved with NCAPA?
I first got involved as a student board of directors member while in PA school. At that point, I was hooked.
Why do you think it is important to be involved in NCAPA?
Volunteer involvement is important because it is our profession to safeguard and our profession to promote.

PA Advisory Committee Meeting

The PA Advisory Committee will meet Wednesday, March 16 from 10 to 11:30 AM at the North Carolina Medical Board. Members and other interested parties are welcome to attend. Proposed agenda items should be sent to Mary Rogers, Credentialing Coordinator, at mary.rogers@ncmedboard.org . If attendees would like a topic considered for the agenda, it must be submitted by February 23. The agenda items will be reviewed by the Committee’s chair before inclusion in the meeting. We hope many PAs and other stakeholders will join this semi-annual meeting. The PAAC’s purpose is to provide an avenue for PAs to bring pertinent practice issues to the Board’s attention for possible action. To plan properly for our guests, please RSVP to Ms. Rogers.
NC Medical Board Seeking Public Comment

NCMB is seeking public comment on draft rules for implementing a new state requirement that all prescribers of controlled substances obtain mandatory continuing medical education in prescribing these medications.
Under the proposed rules, physician licensees would be required to earn three hours of Category 1 CME in controlled substances prescribing during each three-year CME cycle, and physician assistants would be required to earn two hours of controlled substances prescribing CME during their two-year cycle. CME earned may count towards the licensee’s total number of required hours for the cycle. Physicians are required to complete 60 hours of Category 1 CME earned over three years, while PAs must earn 50 hours over two years.
The rule changes do not provide detailed guidance on the content of courses to be completed. The only requirement is that course content be related to controlled substances prescribing practices, recognizing signs of abuse or misuse of controlled substances and/or controlled substances prescribing in the context of chronic pain management.
The Board will accept public comment on the proposed rule changes until Feb. 29. Email comments and any supporting materials to PrescribingCME@ncmedboard.org
Never Too Soon to Nominate a PA of the Year!
NCAPA’s PA of the Year award honors a PA who has demonstrated exemplary service to the profession and the community, while providing significant contributions to the health of the citizens of North Carolina. To be eligible for the PA of the Year award, an individual must be a Fellow or Associate Member of NCAPA and have been a practicing PA for at least five years.
May 1 is the deadline for 2016 nominations. Any NCAPA member may submit a nomination, including self-nomination. The 2016 PA of the Year award recipient will be honored at the 40th Annual NCAPA Summer Conference in Myrtle Beach, SC. In addition to a plaque, the recipient will receive a complimentary conference registration and one night’s lodging associated with attending the awards presentation. The recipient’s name will also be added to a permanent PA of the Year recognition plaque at the Stead Center.

Gardner-Webb University PA Student Christen MacKorell – A Leader in the Making

Gardner-Webb University PA Program student Christen MacKorell, PA-S, B.S., is the first PA student ever to be accepted into the North Carolina Medical Society’s Leadership College through the Kanof Institute for Physician Leadership. She is in her fourth semester at Gardner-Webb, and her application was mentored by PA Program Medical Director Rachel Keever, MD, FACC.
Christen was also an invited speaker as a member of a panel discussion entitled Developing and Engaging Student and Early Career PA Leaders at the AAPA Leadership and Advocacy Summit, held Saturday February 6, in Washington, DC. Christen was selected in part because of her extensive volunteer experience, her advocacy role for medically under-served communities and her leadership qualities.
Originally from Murrells Inlet, South Carolina, Christen completed her undergraduate degree with a Bachelors in Biology and Philosophy at the College of Charleston in Charleston, SC. She is the president of the Class of 2017 and has spearheaded multiple Gardner-Webb PA program grants and outreach efforts both to further leadership development of PA students as well as to provide medical care for under-served individuals in rural Western North Carolina. Christen lives in Gaffney, SC with her husband and daughter.
Gardner-Webb PA Program Receives Joyce Nichols Grant to Care for Homeless

A primary mission of the Gardner-Webb University Physician Assistant Program is to educate, develop, and graduate PAs who will provide care in medically underserved communities. Given the underserved homeless community in Cleveland County, the Gardner-Webb PA students dedicated their time and effort by establishing a screening clinic for the homeless patrons of the Greater Cleveland County Baptist Association’s Soup kitchens. The screening clinic was created by the cohort class of 2017 and, under the supervision of Assistant Professor Nancy Winker, MD, and Assistant Professor Ashley Kernicky, PA-C, MPAS, has been carried on by the subsequent class’ Student Government Association (SGA).
To better serve their community, the SGA president requested a grant through the Joyce Nichols Community-Base Project Grant offered by the NCAPA Endowment. The NCAPA Endowment awarded the Gardner-Webb PA program a $2,000 grant to further advance the mission of their screening clinic by providing additional services. The patrons will now receive influenza vaccinations, blood pressure screenings, dermatological screenings, foot care, blood glucose screenings, hair care, toiletries, and have access to a laptop to search for jobs, apply for food stamps, or reach out to other resources. The PA program is also developing a resource guide to delineate additional medical and housing resources in the community.
Regional Chapter Update: Metrolina
The Metrolina Association of Physician Assistants (MAPA), located in Charlotte, had a New Year Membership Appreciation Get Together. PAs and PA students came together on Friday, January 29th for fun, food, and networking opportunities. Members paid their dues and the 2016 goals for MAPA were discussed. A great time was had by all!
